Role Summary

Reporting directly to the Refinery Environmental Manager, the Environmental Engineer is responsible for environmental compliance in assigned areas of responsibility in support of refining operations. The Environmental Engineer works within the Environmental Team and assures compliance with all applicable State and Federal Air, Water, Waste Management and/or Remediation regulatory requirements and provides direction and guidance to refinery personnel on specific areas of environmental compliance responsibilities.

Job Accountabilities

  • Apply specific regulatory and/or operating permit knowledge and work closely with refinery personnel and management to assure environmental regulatory compliance.
  • Develop training materials and conduct environmental awareness training as necessary to update refinery personnel on upcoming or changing environmental regulatory requirements.
  • Assist in the coordination of emissions stack testing and/or CEMS CGA and RATA testing and reporting as required by operating permits and maintain database of historical testing results.
  • Assist in the evaluation, response, and reporting of excess emissions events including the submittal of Upset Condition Reports, and initial CERCLA/EPCRA notifications to regulatory agencies as needed for spills or releases greater than the reportable quantity. Ensure required follow-up reports including the Consent Decree are provided in a timely manner to government officials.
  • Ensure that refinery CEMS are properly maintained and calibrated and assist in the preparation and submittal of quarterly CEMS reports.
  • Assist in the evaluation, investigation, and reporting of operating permit exceedances that require Upset Condition Reports to be submitted to the State regulatory agency.
  • Develop and submit monthly Discharge Monitoring Reports in accordance with NPDES permit requirements.
  • Coordinate with regulatory agencies in maintaining all necessary environmental regulatory licenses and permits, to include timely renewals and assessed fees payments.
  • Assist in the development and submittal of permit modifications (all media) in support of refining operations.
  • Interact with facility personnel to clearly communicate expectations concerning changing operational needs to ensure compliance.
  • Develop applicability and compliance assessment on applicable environmental regulations, understand the requirements defined in the permits and obtain necessary permits in a timely manner without impacting business needs.
  • Maintain documentation necessary to demonstrate compliance with required federal, state and local record keeping requirements, as well as required external submission reports.
  • Assist in the reporting of environmental incidents, participate in incident investigations, assist in drafting investigation reports and assist in the coordination and development of corrective actions based on corrective action recommendations.
  • Stay abreast of Federal, State, and Local environmental regulations that may affect refining operations
  • Assist in the development and implementation of guidelines, procedures and work practices to ensure compliance with regulatory obligations
  • Ensure that regulatory reports are developed with accurate information and that these are submitted on-time
  • Assist as necessary in compliance review audits/assessments undertaken by corporate, governmental agencies and/or third party personnel
  • Other duties as may be assigned

Required Qualifications

  • Bachelor’s degree preferred.
  • Five (5) years of experience in environmental compliance field
  • Experience in environmental compliance related to air, water, waste management, and/or remediation
  • Experience in federal and state new source permitting, development of permit  applications and negotiation of permit conditions
  • Experience in environmental regulatory interpretations and compliance.
  • Experience in interacting effectively and timely with government officials.
  • Proficient in utilizing computer and Microsoft Office applications including MS Excel, Word, Power Point, and Outlook
  • Solid verbal and written communication and technical writing skills
  • Strong interpersonal and organizational skills
  • Ability to interact effectively and positively with all levels of Company personnel
  • Ability to work independently and in a team environment
  • Strong attention to detail
  • Ability to anticipate and adapt to dynamic situations
  • Must pass drug test and background check
  • Must be legally authorized to work in the United States

Desired Characteristics

  • Bachelor’s Degree in Environmental Science or Chemical Engineering
  • Five (5) years of experience at petrochemical, refinery, other industrial setting or environmental consulting
  • Leadership experience or intentions in building capability, expectations, and performance within an entire organization.
  • Proficiency in oil refining processes (process flow diagrams/mechanical flow sheets, chemical phase separations, and reactions, etc.)
  • Demonstrated knowledge with root cause investigation techniques
  • Experience with implementation of programs and procedures
  • Capable in auditing/assessments and field verification
